Glossary

Department of Housing and Urban Development (HUD): a branch of the federal governmnet that supports community development and home ownership, mostly by improving affordable home ownership opportunities.

Department of Veteran Affairs (VA): a branch of the federal governmnet that manages the benefits of U.S. military veterans.

Federally Qualified Health Center (FQHC): primary care centers that offer services to all persons, regardless of the person’s ability to pay. FQHCs must be a nonprofit or a public organization, community-based and have an ongoing quality assurance program.

Health and Human Services (HHS): a branch of the federal government whose mission is "to enhance and protect the well-being of all Americans."

Indian Health Service (IHS): an operating branch of HHS, IHS is responsible for direct medical and public health services to American Indians and Alaska Natives."

Nicotine Replacement Therapy (NRT): a treatment that is used to help people quit smoking and/or chewing tobacco. Examples of NRT include patch, gum, lozenge, nasal spray, and inhalers. For our project, we primarily used the cost and probability of success of the NRT patches to predict the ROI.

Public Housing Agency or Authority (PHA): Any state, county, municipality, or other governmental agency or instrumentality of these entities that is authorized to assist in the development or is responsible for the management and operation of its local public housing programs.

Public Housing Development (PHD): Within HUD’s Public Housing Developments dataset, PHDs are depicted as a distinct address chosen to represent the general location of an entire Public Housing Development, which may be comprised of several buildings scattered across a community. The building with the largest number of units is selected to represent the location of the development.

Return on Investment (ROI): a performance measure that is used to evaluate the efficiency of an intervention and also compare the efficiency of multiple interventions. Our team’s ROI output considers the probability of success and the cost of each intervention to calculate the ROI for each intervention.

Veterans Health Administration Facilities: a government-run military veteran benefit facility that provides health care services.
