Project Description: This report, prepared by NCHH’s David Jacobs, examines how the Low-Income Housing Tax Credit (LIHTC) program has handled childhood lead poisoning associated with lead-based paint hazards in older housing undergoing rehabilitation. It describes what additional measures should be taken to ensure that the program advances the goal of eliminating the disease by 2010 and does not create lead-based paint hazards in the rehabilitated housing units inadvertently, thereby protecting the future viability of the program.
